Revise life insurance regulation detail

Introduced

To clarify that long-term care insurance benefits are not subject to state regulations on “accelerated benefits,” which are benefits that may be provided under life insurance policies in anticipation of a beneficiary’s death from specified life-threatening conditions. Also, to define "chronic illness" as defined in the bill as a qualifying event triggering benefit payments under long term care insurance.
