2013 Senate Bill 616: Appropriations: Supplemental budget
  1. Introduced by Sen. Roger Kahn (R) on October 15, 2013, to provide a template or "place holder" for a potential supplemental appropriation for Fiscal Year 2013-2014. This bill contains no appropriations, but may be amended at a later date to include them.

These various levies are designed to “game” the federal Medicaid program in ways that result in higher federal payments to Michigan’s medical welfare establishment (including those same hospitals).
