2013 House Bill 4797: Establish fiscally non-viable school district takeover procedures

To give the state superintendent of public instruction and the state treasurer the power to shut down a school district that is so financially unviable that it cannot complete the current school year without a state bailout (as happened at the end of the 2013 school year with the Buena Vista district in Saginaw County). These officials would have the power to act as or request the appointment of a receiver to provide for the education of students in the district, which could be undertaken by neighboring districts, an intermediate school district, or some “other public entity authorized to provide education services,” possibly including a charter school board.   Official Text and Analysis.
