To allow local communities and counties to withdraw from the Detroit area regional transportation authority created by a <a href="http://www.michiganvotes.org/2012-SB-909">2012 law</a>, and presumably from the extra property and vehicle taxes this authority is authorized to impose. Withdrawal would require a two-thirds vote of the local governing body.
