To increase the annual vehicle registration tax for electric or alternate fuel vehicles, with increases ranging from $25 to $200 depending on all-electric vs. hybrid and on vehicle weight for trucks. Also, to cut the vehicle registration tax on cars that are over 10 years old, from 0.0036 percent of the list price annually, to 0.0024 percent.
