Allow NRTF funds for dredging, timber & mining infrastructure

To revise the rules for use of the money in the Natural Resources Trust Fund. The trust fund receives money from oil, gas, and mineral royalties and leases on state-owned lands and uses this for land acquisitions, and conservation and recreation projects. The bill would allow the money to also be used to be used to develop and maintain road infrastructure for natural-resource based industries including timber and mining, and for waterways infrastructure including breakwaters and dredging.
