Revise forest property tax breaks

To revise the formula used to calculate the property tax “recapture rate” assessed when productive forestland is withdrawn from <a href="http://www.michiganvotes.org/2005-SB-912">a program</a> granting property tax exemptions to owners of smaller "non-industrial" sized parcels of forestland, with the rate depending on whether timber has been harvested on the property. See also House Bills 4069 and 4320.
