Earmark some sales tax to trails and environmental cleanups

To earmark a small amount (0.7 percent) of the new sales tax revenue that would be generated if Senate Joint Resolution J becomes law to a state fund that pays for recreation trails and cleanups. Under current law, this fund gets a small portion of the revenue generated by sales taxes levied on motor fuel.
