Expand forest property tax breaks

To revise the formula used to calculate the property tax “recapture rate” assessed when productive forestland is withdrawn from <a href="http://www.michiganvotes.org/2005-SB-912">a program</a> granting property tax exemptions. The change would have the effect of lowering the amount of this recapture payment depending on whether timber has been harvested on the property. See also Senate Bill 51.
