Revise Detroit police and fire pension board selection

To clarify that if the Detroit fire and police pension board member who is supposed to represent retirees is selected according to a method specified in the city charter, then deciding who to select would be a prohibited subject of collective bargaining with government employee unions, and any union agreement specifying a different person or method would be null and void. See also <a href="http://www.michiganvotes.org/2011-HB-4135">House Bill 4135</a>, now Public Act 25 of 2011, which dealt with the same issue.
