The district would not be an insurance company.  The district (school board) would become the actual policy holder of record.  This would not casue any changes in employee numbers and there is no associated cost.  NONE.


What this allows is for the district to competatively shop for insurance coverage for employees.  Like a normal business does everyday. 


The contents of an insurance package remain fully negotiable,  however the provider of the insurtance package(s) does not.
