Ban union negotiations over school employee health benefit level

To make the decision of a school district to cap the amount it is willing to pay for employee health insurance fringe benefits a “prohibited subject” for collective bargaining. In other words, the school employee union would not be allowed to include this among the items it negotiates to place in a labor contract.
