Establish juvenile criminal trial competency procedures

To define “restoration of competency” and “qualified restoration provider” (generally a mental health professional or expert in developmental disabilities” for purposes of the criminal trials of juveniles deemed not competent but capable of being restored to competence, as provided by House Bill 5482.
