Require legislative approval of expensive state rental deals

To require approval by the full legislature, and not just a smaller legislative joint outlay committee, for rental agreements in which the state agrees to pay a “base” of more than $1 million for the use of a particular facility. The bill comes after intense criticism of an annual $3.7 million lease of a new State Police headquarters in downtown Lansing owned by prominent Democratic Party contributor Joel Ferguson and Republican contributor Gary Granger.
