Revise government mental health services

Revise guardian’s mental health authority to revise the law that allows a mental health facility to not discharge a voluntary adult patient for three days after the individual states in writing an intention to leave (and prohibits it from holding the person longer), to require that, if the person has a guardian who signed the original application for admission, only the guardian can give the notice of termination of treatment.
