Increase campaign contribution caps (but lower PAC caps)

To double the allowable caps on campaign contributions to candidates for state office, and cut the amount that PACs can give. Currently an individual is prohibited from giving more than $3,400 to a candidate for governor or other candidate office, $1,000 for state senator, and $500 for state representatives. PACs can give 10 times that amount, which would be reduced to 2.5 times the increased amounts.
