Replace annual license plate tabs with electronic database

To establish a new system of vehicle registration system that would replace license-plate tabs and paper registration certificates with an electronic data base that could check current vehicle registration status, with new plates issued every five years for a $10 fee. The bill would also eliminate a statutory requirement for one Secretary of State office in each county and in certain cities, and increase the fine for unregistered vehicles to $200.
