Continue Detroit “First Class School District” status

To revise language in the school pension law that requires one member of the pension board to represent the Detroit schools, and authorizes pension credit for certain Detroit school employee leave of absences, so that it still applies even though the Detroit school district no longer qualifies as a “school district of the first class,” a statutory device to prohibit an expansion of charter schools in the city.
