To revise language in the 2003 “Michigan Land Bank Fast Track Authority” law giving Detroit the power to assemble and dispose of tax reverted property, so that it still applies to Detroit even though its school district no longer qualifies as a “school district of the first class,” a statutory device to prohibit an expansion of charter schools in the city.
