Revise motor fuel tax definition detail

To replace a motor fuel tax refund with a tax exemption for number 5 fuel oil, number 6 fuel oil, and fuel oils commonly sold or referred to as bunker fuel, Bunker C, or navy special. The bill would not change the fact that no motor fuel tax is collected for these non-motor fuels.
