To also require the Secretary of State to develop a "Planned Parenthood" fundraising license plate, and add any profits to the amounts spent under a federal "Maternal and Child Health Block Grant," which pays for government programs to reduce unintended pregnancies, reduce child obesity, reduce sexually transmitted diseases and more.
