To place before voters in the next general election a constitutional amendment to prohibit the legislature from approving the annual appropriations bill for a state department in which federal dollars account for 25 percent or more of the department’s spending, unless the federal share is reduced by at least 2 percent, for as many years as needed to get the federal share below the proposed 25 percent maximum.
