Repeal marriage license, and marriages performed by government officials

To repeal the state’s marriage license requirement, only allow clergy to “solemnize” marriages (rather than government officials), and recognize “common law” marriages in which the couple files an affidavit of common law marriage containing specified information with the county, rather than (or in addition to) making vows in a formal ceremony.
