Expand criteria allowing “emergency loans” to schools

To revise details of a law that allows the state to loan money to a public school district that has a deficit and an approved plan to eliminate it. Among other this he bill expands loan eligibility to districts that have already borrowed against anticipated state school aid payments, as provided in another law.
