Expand state oversight of public school overspending

To expand the scope of a law that prescribes processes and requirements for correcting local government deficit spending, so that it also applies to public school districts. Districts that fail to follow the steps required under a deficit elimination plan could have 10 percent of their state funding withheld until they comply.
