Impose new child car seat mandates

To require a child who weighs less than 30 pounds to be transported in a rear-facing child seat; and a child who weighs from 30 to 50 pound to transported in a forward-facing child seat. A child less than 57 inches tall would have to be transported in a booster seat. Age would not be a factor in these mandates.
