Expand electricity “net metering” mandate

To expand and extend a “net metering” mandate imposed on utilities, which requires them to purchase electricity from customers who generate small amounts of electricity, at rates that reportedly exceed the market value of the transaction. The bill eliminates an overall cap on the amount of electricity utilities can be forced to purchase, and extends the mandate for an additional 10 years.
