Exempt some schools from minimum instruction days requirement

To revise the law that requires public schools to provide a minimum of 1,098 hours and 170 days of instruction per year, by exempting schools that had closures in the 2013-2014 school year if the make-up days would extend classes past June 13 and the failure is due to conditions outside the school’s control.
