Revise government employee health benefit detail

To clarify the annual deadline by which a local government’s governing body may exempt its employees from the <a href="http://www.michiganvotes.org/2011-SB-7">2011 law</a> that capped the amount they could spend on employee health benefits. Under that law, local governments (but not school districts) can exempt themselves from the cap for one year at a time with a 2/3 vote of their governing body.
