Authorize “Denver boot” for delinquent court fees

To empower courts to order that the vehicle of a person who fails to pay court-ordered or administrative penalties fees, or costs within 56 days be immobilized using a “Denver boot” until the delinquent amounts are paid. This could potentially apply to amounts owed on very minor civil infractions.
