Revise “land bank” governance

To dissolve the current governing board of the Wayne County “land bank” entity with a new board consisting of the county treasurer, two members appointed by the county board, two by the county executive, and two by the county board and executive jointly. The bill would also establish specific governance protocols and procedures, plus transparency and ethics requirements for any new “land bank” authorities. These entities were authorized by a <a href="http://www.michiganvotes.org/2003-HB-4483">2003 law</a> for the purpose of assembling and redeveloping tax-reverted properties.
