Authorize parenting time “right of first refusal”

To establish that if a court awards parenting time in a child custody dispute (or orders joint custody), it may give one or both parents a “right of first refusal” to provide child care if the other parent intends to leave the child with a substitute child care provider for a significant period of time during his or her specified parenting time.
