To repeal a requirement that gas and electric utilities must periodically disburse money from an “uncollectibles allowance recovery fund” they are required to maintain to a state fund that is supposed to make air pollution reduction grants. According to the House Fiscal Agency the "uncollectibles" funds never accumulated much money, and so the state fund has not made any grants.
