Require utilities provide customer “smart meter” opt-out

To require electric utilities that adopt advanced “smart meters,” which are “capable of measuring, recording, storing, and reporting usage according to predetermined time criteria and that allows 2-way communications suited for demand-response programs,” to allow customers to “opt out” without penalty. The bill would impose restrictions on how utilities could collect, use and retain information collected from the meters.
