Let counties keep deed tax money for unpaid survey expenses

To establish that a county which retains revenue from a $4 state deed and recorded document tax to cover unreimbursed survey and remonumentation expenses, as proposed by Senate Bill 1299, cannot also seek reimbursement from the state for those expenses.
