Ban paying ballot initiative petitioners by the signature

To prohibit paying individuals to collect signatures on a ballot measure or recall petition on a per-signature basis (they could still be paid by the hour). Also, to require paid petitioners to wear a badge that indicates that they are being paid, and identifies who is paying.
