Reduce library tax increase notice requirements

To repeal a requirement that notices which must be sent informing residents of a local library tax increase ballot measure must contain the actual ballot language of the proposal. Instead, the relevant authorities could merely provide a “caption” or “brief description” of the property tax hike proposal, along with the location where a voter can get the full text.
