Revise parole granting detail

To revise the procedures for giving the sentencing judge a “veto” over granting parole to a prisoner convicted of a serious crime. Under current law, if the sentencing judge is no longer on the bench, his or her “successor” may also exercise the veto; the bill would repeal this last provision.
