Introduced by Rep. Kurt Heise (R) on April 24, 2012, to allow a charter school located in the jurisdiction of a school district labeled by the bill as an “urban opportunity academy zone,” whose authorizing charter includes among the school’s purposes “fostering population density and neighborhood economic stabilization,” to give enrollment priority to children who live in the “opportunity zone,” if the school also allocates at least 10 percent of its openings through a random enrollment process.
