To establish comprehensive ethics standards and conflict of interest regulations for executive branch officials and employees. Among these would be contracting and gift restrictions; prohibitions on state contract managers from acting on any contract matter when the manager has a conflict of interest; positions on soliciting or accepting campaign contributions, and a ban on negotiating future employment offers with state vendors. The bill would also create a bipartisan state board of ethics to investigate violations.
