Strengthen Medicaid estate recovery procedures

To allow the state to collect property in the possession of a person who owes a debt to a decedent, as a means of collecting under the state’s Medicaid estate recovery program, in which the cost of nursing home and other care for Medicaid recipients may be recovered from the person’s estate after death.
