Establish appointment process for vacant legislative seat

To place before voters in the next general election a Constitutional amendment to require the governor to appoint a replacement for a Senate or House seat that becomes vacant in the last year of the term. The county party organization would give the governor a list of candidates, and the governor would select one who is of the same party as the departed legislator. This individual would not be allowed to run for reelection.
