Impose individual mandate to alert help in medical emergency

To establish a legal duty for an individual to contact an emergency services provider (or just call 911) if one knows that another individual needs emergency assistance, with certain exceptions. An individual who violates this mandate would be subject to criminal penalties of up to 90 days and a $500 fine.
