Revise local government budget lawsuit standing and authority

To establish that only the chief administrative officer of a local government has standing to sue the municipality for passing a budget that doesn’t adequately fund activities required by law; and also establish that the only the a local government’s legislative body can sue the chief administrative officer for failure to properly administer, execute and enforce the budget. However, a court funded by the municipal government could sue for more money, but any hearings would have to consider the ability of the local government to pay more.
