Introduced by Rep. Peter Pettalia (R) on October 13, 2011, to establish that only the chief administrative officer of a local government has standing to sue the municipality for passing a budget that doesn’t adequately fund activities required by law; and also establish that the only the a local government’s legislative body can sue the chief administrative officer for failure to properly administer, execute and enforce the budget. However, a court funded by the municipal government could sue for more money, but any hearings would have to consider the ability of the local government to pay more.

This seems like the bill payers (the taxpayers) aren't even considered. This is a bad bill.
