• Introduced by Rep. Rashida Tlaib (D) on June 7, 2011, to establish an illegal dumping informant program which would provide rewards to persons who materially contribute to the imposition of civil fines against litterers or illegal dumpers. The reward would be equivalent to half the fine collected from an illegal dumper.
