Cap school superintendent pay; revise certification criteria

To prohibit school districts from paying superintendents more than what the state superintendant of public instruction gets paid. Also, to revise the criteria to obtain a school administrator certification. The bill would prohibit limiting qualification criteria to include professional school experience only, or requiring more than a masters degree, and would give the state Board of Education discretion to include other professional experience in the criteria.
