Authorize state tax break in certain ISD consolidations

To establish that if two Intermediate School Districts merge, taxpayers in the one with the lower ISD local property tax millage rate before the merger (who presumably would be subject to a higher millage after the merger) would get a discount on the 6 mill state education property tax levy. The discount would be the lesser of six mills or the full amount of the resulting tax hike in the first year, 75 percent of this in the second year, 50 percent in the third, and 25 percent in the fourth year. After that the discount would end. This would only apply to ISDs that encompass less than five regular school districts.
