Establish "jungle primary" election runoff system

To replace the current primary election system with a “<a href="http://en.wikipedia.org/wiki/Nonpartisan_blanket_primary">jungle primary</a>” system in which the top two vote getters would face each other in a general election runoff election, regardless of which party they each belong to. This could mean that both candidates in the general are from the same party.
