Introduced by Sen. Ray Basham (D) on March 3, 2010, to enact miscellaneous changes to the law dealing with putative father who seek paternity rights or custody. Among other things this would stay an adoption proceeding if a paternity suit is brought; grant paternity to a putative father seeking paternity rights if the mother does not object; establish a “best interest of the child” standard for not granting custody in these cases; establish a child support formula; and more.
