Under current law an owner has five years before the government takes his or her property. This is one of the one-time revenue sources proposed to avoid spending cuts and reforms in the fiscal year that begins Oct. 1, 2010.

Better hurry up and take the rest of what we have while you can. You are all like drug addicts seeking out new ways to get money so you can get your next fix.
Confiscation of property, by the state, is always on shaky ground. This is no exception. I am glad to see this vote went very nearly along partry lines. It confirms my previously held views on the Marxist Party. If confiscation of property after 3 years can be rationalized, so can one year, or less. Those for whom right and wrong are determined by political expediency have an insatiable apetite for other people's life, liberty, and property. Like Will Rogers Sr. said, 'No man's life, liberty, or property are safe while the legislature is in session.
